Directives and Harmonized Standards for CE Certification of Waterproof Membranes
Construction Products Directive (CPD)/Construction Products Regulation (CPR)
In the past, waterproof membranes primarily followed the Construction Products Directive (CPD), which stipulated the essential requirements that construction products must meet to be sold on the EU market, such as mechanical resistance, stability, fire resistance, health and hygiene, and environmental aspects. Currently, the CPD is gradually being replaced by the Construction Products Regulation (CPR). The CPR builds upon the CPD by strengthening the performance requirements for construction products and imposing stricter certification processes.
For example, waterproof membranes must meet certain tensile strength and tear resistance standards to ensure they do not easily rupture during the building's use, which involves mechanical performance requirements. In terms of fire resistance, depending on the building's purpose (e.g., residential, commercial), waterproof membranes must comply with corresponding fire rating standards.

CE Certification Process for Waterproof Membranes
1. Identify the product type requiring certification and submit an application
2. Determine the applicable European product directive; waterproof membranes must comply with the new EU Construction Products Regulation CPR 305/2011/EU
3. Identify the relevant European harmonized standards; waterproof membranes must conform to harmonized standards
4. Conduct testing and evaluation according to the CPR directive and harmonized standards; EU notified bodies perform this under System 1 or System 3
5. Obtain test reports and certificates issued by an EU notified body (factory inspection required if certified under System 1)
6. Issue a Declaration of Performance
7. Affix the CE marking with the notified body number on the product packaging
8. Freely sell the product in the European market
