3. Acceptance of boiler installation, maintenance, and modification. Upon completion of construction, the construction unit must apply to the Special Equipment Inspection Institute of the Quality and Technical Supervision Bureau for the hydrostatic test and installation supervision of the boiler. After passing the inspection, the Quality and Technical Supervision Bureau, the Special Equipment Inspection Institute, and the county-level Quality and Technical Supervision Bureau will participate in the overall acceptance process. 4. Boiler registration. After the boiler is accepted, the user unit must fill out the "Boiler (Census) Registration Form" in accordance with the "Special Equipment Registration and Usage Management Rules" and register with the Quality and Technical Supervision Bureau to apply for the "Special Equipment Safety Use Registration Certificate." The company has developed coal-to-blue-coke boilers and has successfully completed projects such as the relocation and micro-emission modification of a 10-ton boiler for Shaanxi Damei Chemical Technology Co., Ltd., the modification of a 2-ton boiler for the Weinan Environmental Monitoring Station (in 2015, the Weinan Environmental Protection Bureau organized users to visit and learn about the blue-coke boiler successfully modified by "Fandeli" at the Weinan Environmental Monitoring Station), and the modification of a 6-ton boiler for the Small and Medium Enterprises Entrepreneurship Base. Blue coke has a block-like structure, with a particle size generally above 3mm, and a light black color. Currently, there are two main specifications of blue coke: one is traditionally produced blue coke, and the other is mechanically produced blue coke. 5. Boiler operation. Boiler operation must be carried out by trained and certified personnel who have obtained the "Special Equipment Operation Certificate." During use, it is essential to strictly adhere to operating procedures, the eight systems, and the six records. 6. Boiler inspection. Boilers must undergo an annual regular inspection, and those that have not passed the safety inspection are not permitted for use. Safety valves, as critical safety accessories, must be inspected annually, while pressure gauges must be calibrated every six months. Safety accessories that have not undergone regular inspection are not allowed to be used. 7. It is strictly prohibited to install atmospheric boilers as pressure boilers. The use of boilers lacking the three major safety accessories—water level gauge, safety valve, and pressure gauge—is strictly forbidden.
