German Food Contact Material Testing

1. Introduction to Germany's LFGB for Food Contact Materials

In September 2005, Germany's new Food and Feed Code, LFGB, replaced the former Food and Commodities Act (LMBG). Also known as the "Law on Foods, Tobacco Products, Cosmetics and Other Commodities," it is the most fundamental legal document for food hygiene management in Germany. Daily products that come into contact with food can obtain an LFGB test report from an authorized institution certifying them as "products free of chemical toxic substances" if they pass tests complying with Articles 30 and 31 of the German Food and Commodities Act, allowing them to be marketed in Germany.

2. Product Scope

LFGB testing applies to all materials, including products manufactured using the latest technologies, such as chromium plating on barbecue grills, temperature resistance testing of Teflon coatings on cooking pans, and testing of silicone seals in kettles.

Commonly involved areas include: ceramics, synthetic plastics, polyvinyl chloride (PVC), plasticizers, paper products, leather, textiles, cosmetics, tobacco, and more.

Products covered include: electrical appliances that come into contact with food, such as toasters, sandwich makers, and electric kettles; food storage products; kitchenware like tempered glass cutting boards and stainless steel items; tableware such as bowls, knives, forks, spoons, cups, and plates; clothing, bedding, towels, wigs, false eyelashes, hats, diapers, and other hygiene products; sleeping bags, shoes, gloves, watch straps, handbags, wallets/purses, briefcases, chair coverings; textile or leather toys and toys containing textile or leather clothing; directly used yarns and fabrics; various cosmetics and tobacco products, etc.

3. Test Items

Generally, Articles 30 and 31 of Germany's LFGB include the following test items:

(1) Initial inspection of samples and materials

(2) Sensory evaluation of odor and taste transfer

(3) Plastic samples: Testing for transferable components and leachable heavy metals

(4) Metals: Composition and leachable heavy metal testing

(5) Silicone: Testing for transferable or volatile organic compounds

(6) Special materials: Chemical hazard testing according to the German Chemicals Act

Other test items included in the regulations are:

(1) Detection of certain azo dyes used on daily products such as textiles, leather, and polyester fibers.

(2) Testing for harmful chemical components and heavy metals in cosmetics

(3) Testing for harmful components in tobacco

5. LFGB Certification Process

(1) Consultation---The applicant provides product information and samples.

(2) Quotation---Based on the samples provided, technical engineers will evaluate and determine the required test items, then provide a quotation to the applicant.

(3) The applicant accepts the quotation.

(4) Signing of the contract.

(5) Sample testing---Testing will be conducted according to applicable standards.

(6) Issuance of the test report.

(7) Issuance of a compliance certificate for LFGB testing.
