Short-Chain Chlorinated Paraffins (SCCPs) Testing
1. Introduction to Short-Chain Chlorinated Paraffins
Short-chain chlorinated paraffins (SCCPs) are a group of synthetic chlorinated derivatives of straight-chain n-alkanes, with carbon chain lengths ranging from 10 to 13 carbon atoms and a chlorination degree typically between 30% and 70% (by mass). CAS Number: 85535-84-8.
Short-chain chlorinated paraffins (SCCPs) are classified as persistent, bioaccumulative, and toxic (PBT) substances, as well as very persistent and very bioaccumulative (vPvB) substances. They are also suspected carcinogens and persistent organic pollutants (POPs).
2. Main Applications
Due to their properties such as flame retardancy, low volatility, and electrical insulation, SCCPs are commonly used as metalworking lubricants, in paints, rubber, sealants, flame retardants, and plastic additives. They are often found in products such as electronic and electrical equipment, toys, artificial leather, textiles, plastic products, daily necessities, cables, water pipes, and flooring.
3. Regulatory Status
Year | Regulations | Restrictions |
2008 | REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) | Included in the first list of Substances of Very High Concern (SVHC). Content >0.1% requires public notification. |
2012 | Canada's Prohibition of Certain Toxic Substances Regulations SOR/2012-285 | No person shall manufacture, use, sell, offer for sale, or import SCCPs or products containing SCCPs (except for incidental presence). |
2015 | EU 2015/2030 | SCCP content in articles must not be equal to or greater than 0.15%; otherwise, they cannot be placed on the market. |
2017 | Stockholm Convention | Listed in Annex A, with prohibitions or restrictions implemented. Exemptions include: Production: Limited to exemptions permitted by registered Parties. Use: As additives in transmission belts, rubber conveyor belts, leather, lubricant additives, outdoor decorative lighting tubes, waterproof and flame-retardant paints, adhesives, metal processing, plasticizers, etc. |
2020 | China | List of Strictly Restricted Toxic Chemicals (2020) |
2025 | China | GB/T 39498-2020 "Guidelines for the Control of Key Chemical Substances in Consumer Products," recommending SCCP content in consumer products to be below 0.15%. |
