Ningbo E-commerce Economy Innovation Park, aligned with the overall goal of establishing Ningbo as a national e-commerce pilot demonstration city and a national innovation center for the e-commerce economy, positions itself with the functional orientation of being "the core area of the national e-commerce economy innovation center, the Yangtze River Delta e-commerce economy agglomeration zone, a new growth pole for Ningbo's new high-end urban economy, and a dream innovation highland for entrepreneurial and innovative talents." Leveraging Ningbo's advantages as the northern gateway in terms of location, transportation, logistics distribution, industry-city integration, and talent resources, the park emphasizes the integration of elements such as the industrial chain, supply chain, value chain, innovation chain, and service chain of the e-commerce economy, as well as the clustering of enterprises. It focuses on developing the "1+4" five major industries, namely, centering on e-commerce while agglomerating industries such as quasi-finance, smart industries, headquarters economy, and cultural creativity. Supported by improved infrastructure, efficient institutional mechanisms, comprehensive public services, and a beautiful ecological environment, the park strives to build an innovation system for the e-commerce economy, aiming to lead in the innovative development of the e-commerce economy and become an e-commerce economy innovation park with a large economic scale, strong innovation vitality, high development level, optimal resource allocation, excellent comprehensive environment, and significant influence both domestically and internationally.

The Zhejiang Smart Supply Chain Industry Innovation Service Complex was established in 2018. Closely addressing the industrial development needs of the e-commerce park, it is based on industrial innovation public service platforms, with the transformation and upgrading of traditional supply chains at its core. Actively introducing various innovative resources and elements, it focuses on solving issues such as low informatization, narrow sales channels, low logistics efficiency, and difficulties in transaction financing within traditional supply chains. It is dedicated to creating an innovation ecosystem for the transformation and upgrading of traditional supply chains and orderly advancing the construction of a ten-billion-yuan smart supply chain industry. The Qianyang Industry Empowerment Center, leveraging the application scenarios of the top ten ten-billion-yuan industrial clusters in Zhejiang Qianyang Economic Development Zone (Ningbo E-commerce Economy Innovation Park) and using the Zhejiang Smart Supply Chain Service Complex as a key tool, provides various solutions for the industrial internet transformation and upgrading of traditional industries at different levels, including enterprises, industries, and industrial clusters. Collaborating with nearly 30 empowerment enterprise alliances, it offers specific implementation plans to help enterprises grow and strengthen.
