To reduce or prevent children from accidentally ingesting substances containing toxic ingredients, an increasing number of countries have established corresponding regulations, particularly regarding packaging standards for child-resistant products. For example, more and more countries such as the United States, the European Union, and the United Kingdom have introduced standards for child-resistant packaging (which can be resealed after opening or cannot be resealed).

"Special packaging" is defined as packaging that is difficult for children under 5 years old to open (also known as child-resistant) but relatively easy for adults to open (also known as senior-friendly or adult-friendly).

Child-resistant packaging testing is divided into two parts:
1. Child panel test, to verify whether the packaging can prevent children from opening it;
2. Senior panel test, to verify that the packaging is easy for seniors to open.
