Electric Toy CPC Testing Standards

Standard testing requirements for conventional toys exported to the United States: CPSIA + ASTM F963. For electric toys, additional testing under ASTM F963 Section 4.25 regarding battery operation and battery components is required.
ASTM F963 testing primarily consists of three parts:
1. Physical and mechanical properties
2. Flammability properties
3. Chemical properties
Physical and mechanical requirements mainly involve: impact tests, drop tests, tension tests for component removal, compression tests, flex tests, etc.
The CPC certificate applies to all products primarily intended for children aged 12 and under, such as toys, cradles, children's clothing, etc. If manufactured locally in the U.S., the manufacturer is responsible for providing it; if produced in other countries, the importer is responsible. In other words, cross-border sellers, acting as "importers," need to provide the CPC certificate to Amazon as the retailer/distributor when selling products manufactured in Chinese factories to the U.S.
The U.S. Consumer Product Safety Act (CPSA) stipulates that manufacturers and importers of children's products must provide a written Children's Product Certificate (CPC) based on test results from a CPSC-accepted laboratory to demonstrate compliance with applicable children's product safety regulations.
Contents covered by the CPC certificate:
1. Identification of the product covered by this certificate
2. Each CPSC children's product safety regulation cited for the certified product
3. Information of the U.S. importer or manufacturer certifying the product
4. Contact information of the person maintaining test records
5. Product manufacturing date and location
6. Date and place of testing for compliance with consumer product safety regulations
7. CPSC-accepted third-party laboratory that conducted the compliance testing required for certification
Amazon requirements: Toys sold on Amazon must comply with the Consumer Product Safety Commission (CPSC), meaning the CPC test report must be issued by a CPSC-accepted laboratory.
