First, prepare the base concrete floor, ensuring it is free of soil, debris, etc. After cleaning, use high-pressure water for rinsing. Pre-cure the base concrete before construction to ensure sufficient moisture during construction. Set the elevation  
Snap lines or apply mortar directly. Mix the mortar according to the water-cement ratio for non-sparking cement mortar. Apply the mortar (ensuring a strong bond between the concrete surface and the mortar surface). Adjust the water-cement ratio based on the construction site for convenience or to reduce water usage. Lay the cement mortar surface, then use a trowel to level it. Afterwards, use an iron trowel for the first, second, and third smoothing. Cure the surface with a curing周期 of 7 days (depending on the construction site, curing for 3 days may suffice, with two curing sessions).
