ASTM F406-24 Non-Full-Size Baby Crib CPC Certification New Standard Report Testing Items and Process

The U.S. Consumer Product Safety Commission (CPSC) issued a direct final rule adopting the latest version of ASTM F406 with modifications as the mandatory safety standard for non-full-size baby cribs.

On January 31, 2025, the CPSC issued a direct final rule to update 16 CFR 1220, the safety standard for non-full-size baby cribs. The rule incorporates ASTM F406-24 (Standard Consumer Safety Specification for Non-Full-Size Baby Cribs/Play Yards) and modifications that exclude sections applicable only to play yards. The rule will take effect on April 5, 2025.

The latest version of the ASTM F406-24 standard includes the following changes:

1. Updated definitions for "play yard/non-full-size crib dependent accessory" and "complete accessory"

2. Revised Section 9.6.3 regarding entrapment warning labels

3. Non-substantive changes to marking, labeling, and instructional literature sections based on recommendations from the ASTM Ad Hoc Language Task Group

The rule defines a non-full-size baby crib as:

1. Designed to provide sleeping accommodations for infants

2. Intended for use in and around the home, for travel, in childcare facilities, family childcare homes, public accommodations, affecting commerce, and for other purposes

3. Has interior length dimensions greater than 139.7 cm (55 inches) or less than 126.3 cm (49 3/4 inches), or interior width dimensions greater than 77.7 cm (30 5/8 inches) or less than 64.3 cm (25 3/8 inches), or both

Includes but is not limited to the following:

1. Portable cribs

Non-full-size baby cribs designed to be folded or collapsed without disassembly to occupy significantly less volume than when in use

2. Crib pens

A non-full-size baby crib with rigid legs that can be removed or adjusted to serve as a playpen or play yard for a child

3. Specialty cribs

A non-full-size baby crib of unconventional shape (round, hexagonal, etc.) that includes special mattresses or other unconventional components

4. Undersized cribs

A non-full-size crib with an interior length less than 126.3 cm (49 3⁄4 inches) or an interior width less than 64.3 cm (25 3⁄8 inches), or both

5. Oversized cribs

A non-full-size crib with an interior length greater than 139.7 cm (55 inches) or an interior width greater than 77.7 cm (30 5⁄8 inches), or both

Excludes mesh/net/screen cribs, bassinets, cradles (both rocking and swinging types), car beds, infant baskets, and bassinets (also known as junior cribs)

Specific testing items for ASTM F406-24 are as follows:

1. Corner Post Test:

Inspect the dimensions, shape, and structure of corner posts to ensure they are free of sharp edges, fractures, or other defects that could harm children.

2. Sharp Points, Sharp Edges, Small Parts, Burrs, and Splinters on Wood Test:

Examine the surfaces and components of the crib for sharp points and edges to prevent injuries; ensure small parts are securely attached to avoid detachment and ingestion by children; check wood for burrs and splinters to prevent punctures.

3. Scissoring, Shearing, and Pinching Points Test:

Test movable parts or connection points of the crib for scissoring, shearing, or pinching hazards to prevent children's fingers or limbs from being caught.

4. Toy Test:

If the crib includes toy accessories, test the safety of the toys, such as their durability and whether small parts are prone to detachment, ensuring compliance with relevant safety standards to avoid hazards.

5. Openings Test:

Check the size, shape, and spacing of various openings on the crib, such as holes in railings or ventilation openings, to prevent children's heads or limbs from becoming trapped.

6. Protective Components Test:

Inspect protective components like bumper pads and guardrails for secure installation and cushioning performance to ensure effective child protection.

7. Stability Test:

Simulate various usage scenarios and apply external forces to test the overall stability of the crib, ensuring it does not tip over or wobble during use.

8. Cord and Strap Length Test:

Measure the length of cords and straps on the crib to ensure they are not excessively long, preventing entanglement and strangulation hazards.

9. Spring Test:

For crib components with springs, test the elasticity, strength, and durability of the springs to ensure they do not break or deform during use, compromising safety.

10. Entrapment Gaps in Accessories Test:

Check gaps between crib accessories and the main body or within accessory components to prevent children's body parts from becoming trapped.

11. Mattress Test:

Includes testing the mattress for proper fit with the crib's interior dimensions to avoid excessive gaps, and testing its support performance to ensure it can bear the child's weight and provide adequate support.

12. Protrusions Test:

Inspect the crib's surfaces and structure for unnecessary protrusions that could cause impact injuries or snag children's clothing.

13. Performance Requirements for Rigid Material Railings Test:

Test the strength and rigidity of railings made from rigid materials, such as impact resistance, to ensure they do not break or deform under force and effectively protect children.

14. Performance Requirements for Mesh or Fabric Railings Test:

Test the tensile strength, tear resistance, and other properties of mesh or fabric railings to ensure they are not easily damaged; also test breathability for comfort and safety.

15. Markings and Labels Test:

Check that markings and labels on the crib are complete, accurate, and clear, including necessary safety warnings, usage instructions, and product information to guide consumers.

16. Instructional Material Test:

Evaluate the completeness, clarity, and accuracy of instructional materials like user manuals to ensure they properly guide consumers in assembling, using, and maintaining the crib, including necessary safety information.
