101 urban areas implement government procurement to support green building materials and promote building quality enhancement.

Recently, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the Ministry of Industry and Information Technology jointly issued the "Notice on Further Expanding the Implementation Scope of Government Procurement Policies to Support Green Building Materials and Promote Building Quality Improvement." Starting from January 1, 2025, the policy will be implemented in 101 cities (municipal districts), including Chaoyang District in Beijing, to support green building materials through government procurement and enhance building quality.

The notice specifies that projects covered under this policy include government procurement projects such as hospitals, schools, office buildings, complexes, exhibition halls, convention centers, stadiums, affordable housing, and urban renewal projects, including those subject to the Bidding and Tendering Law. Cities implementing the policy are encouraged to include other government-invested projects within the scope.

The notice requires that cities implementing the policy actively promote the application of green buildings and green building materials through government procurement policies, vigorously develop new industrialized construction methods such as prefabricated and intelligent building, construct green buildings, establish a long-term mechanism to support the green and low-carbon transformation of the construction sector, and lead the high-quality development of the building materials and construction industries.
