Steps for implementing an HSE management system: studying standards and training personnel; risk assessment and management status research; planning, design, and preparation; preparation of HSE implementation procedure documents; implementation of the HSE management system; auditing and review.

3. Planning, Design, and Preparation

Based on the conclusions from the risk assessment and status research, the top management of the enterprise and its secondary units should organize relevant departments to plan, design, and prepare for the intended HSE management system.

4. Preparation of HSE Implementation Procedure Documents

HSE implementation procedures are a collection of executable documents for the HSE management system.

5. Implementation of the HSE Management System

After all the above preparations are completed, the implementation phase of the HSE management system can begin. The main tasks include:

(1) Approving and issuing HSE implementation procedures.

(2) Departments and workshops carry out daily HSE management activities in accordance with the requirements of the implementation procedures.

(3) Departments and workshops establish operational guarantee mechanisms for system elements, carry out inspection, supervision, assessment, and corrective work to ensure the HSE management system operates according to the established objectives and procedures.

6. Auditing and Review

During the operation of the HSE management system, due to the influence of external and internal factors, certain deviations may occur between management objectives, procedures, methods, and outcomes. Therefore, after the HSE management system has been in operation for a certain period, it is necessary to audit and review the conformity, effectiveness, and applicability of the HSE management system. This allows for timely adjustments to parts that do not align with reality or where the system does not adapt to reality, achieving continuous improvement and constant enhancement.
