Definition and Recognition Criteria for High-Tech Enterprises

High-tech enterprises (abbreviated as "HTEs") must simultaneously meet five core conditions: technology field, R&D investment, intellectual property, achievement transformation, and innovation capability:

1. Technology Field: The main business of the enterprise must fall within the eight major high-tech fields specified by the state, including electronic information, biomedicine, new energy and energy conservation, advanced manufacturing, etc.;

2. R&D Investment: The proportion of R&D expenses to sales revenue over the past three years must meet the standards:

For enterprises with annual revenue ≤ 50 million yuan, the proportion must be ≥5%;

For enterprises with annual revenue between 50 million yuan and 200 million yuan, the proportion must be ≥4%;

For enterprises with annual revenue ≥ 200 million yuan, the proportion must be ≥3%;

3. Intellectual Property: The enterprise must possess at least one invention patent (Type I intellectual property) or at least six utility model patents or software copyrights (Type II intellectual property);

4. Achievement Transformation: The average annual transformation of scientific and technological achievements over the past three years must be ≥5 items (such as new products, new technologies, etc.), and the revenue from high-tech products must account for ≥60% of total revenue;

5. Innovation Capability Evaluation: Experts score the enterprise based on four aspects: intellectual property, achievement transformation, R&D management, and enterprise growth. The total score must be ≥71 points (out of a maximum of 100 points).
