1. Be a legally established legal entity or other organization capable of assuming corresponding legal responsibilities;

2. Have testing and inspection technicians and management personnel suitable for the testing and inspection activities engaged in;

3. Have a fixed workplace with an environment that meets the requirements for testing and inspection;

4. Possess the necessary testing and inspection equipment and facilities for conducting testing and inspection activities;

5. Have and effectively operate a management system that ensures the independence, impartiality, scientific rigor, and integrity of its testing and inspection activities;

6. Comply with special requirements stipulated by relevant laws, regulations, standards, or technical specifications.
