Its predecessor, Shandong Xinhua Pharmaceutical Factory, was established in 1943 as a military enterprise.

Xinhua Pharmaceutical Co., Ltd. mainly produces chemical raw materials, pharmaceutical preparations, chemical raw materials, chemical anticorrosion equipment, pharmaceutical equipment, and pharmaceutical packaging materials. With an annual output of nearly 15,000 tons of chemical raw materials, the production capacities for tablets, capsules, and injections reach 5 billion tablets, 300 million capsules, and 200 million injections, respectively. Its production technology and processes are primarily supported and innovated by the parent company, Xinhua Pharmaceutical, boasting strong technical capabilities. The company currently has 530 employees, including 350 graduates from colleges and technical schools. Starting in 2019, the parent company initiated a strategic realignment, designating five key functional production bases. Xinhua Pharmaceutical (Shouguang) will focus on the development of specialty raw materials and pharmaceutical intermediates, aiming to build a specialty raw materials production base. Future projects include the completion of a 50,000-ton neopentyl glycol and derivatives plant, the expansion and renovation of a 15,000-ton/year violuric acid series products facility, and specialty raw materials and supporting projects. Xinhua Pharmaceutical's specialty raw materials, such as acetamide and stibophen, have long been designated as national key emergency reserve medications, making significant contributions to global emergency pandemic response. Upon completion, these projects are expected to generate annual sales revenue of over 3 billion RMB and profits and taxes exceeding 400 million RMB.
